Background wind and noises are almost impossible to be removed. Once sound is recorded there is no way to remove it entirely. Cover it up or reduce the levels, yes. Remove it, no.
Reducing levels
What I found was that in Soundtrack Pro you simply select a short portion of audio that has only the offensive background noise, there's usually a spot before or between dialog one or two seconds long, which is suffice.
Then from the PROCESS menu, select SET NOISE PRINT.
Highlight all or whatever portion of the track you want to reduce the background noise and again, from the PROCESS menu, select REDUCE NOISE...
A dialog box will open up where you first set a threshold, then set a reduction level (may take some tweaking between the two).
The tone control increases either the bass for the soft, deep sounds or treble for clearer vocals.
